The Cactus Corps had been struggling with high employee turnover for an eternity, but they were not about to give up. So they decided to hire everyone as trainees
This meant that even the lead of the Cactus Corps Trainees, Masorani, was still considered a trainee.
Although it was highly unusual compared to other companies, everyone agreed this would be beneficial because she could become familiar with all aspects of her role.
Moreover, it allowed her subordinates to gain valuable insight from someone who understood how the evil things worked at Cactus Corps on some level- something newcomers often lacked when first joining the team.
Masorani didn't mind being taken in as a trainee either - since she'd already stepped into puppet roles before within Cactus Corps, perhaps this extra training would benefit her further!
After all, no one ever said you couldn't learn more or improve as a trainee.
